The Dow Jones Industrial Average (DJINDICES: ^DJI  ) jumped again today, riding a wave that carried the S&P 500 up 1.2% and lifted the Nasdaq 1.8%. The blue chips finished the day with a gain of 129 points, or 0.9%, topping 14,800 at the closing bell.

The Dow got some help from the Federal Reserve, which released the minutes from its Open Market Committee earlier than expected. After learning that 154 people had gotten the release, including employees at some major banks, the central bank was forced to release the notes at 9 a.m. instead of the usual 2 p.m. There was little new information from the Fed, but the news seemed to confirm investors' belief that the central bankers would keep present market stimulus measures in practice until the economy improves and the unemployment rate comes down. Some at the central bank said they wanted to reduce the Fed's bond buying, but overall the market interpreted the report favorably. Hopes for a better-than-expected earnings season also appeared to drive stocks higher.

    Tech giant IBM has also seen big swings lately, with a huge plunge after the company's earnings announcement in mid-April. Big Blue suffered especially hard from weakness in China, which rippled beyond its government contracts to hurt businesses as well. Moreover, even though IBM has pioneered the successful business strategy of focusing on high-margin segments rather than low-margin commodity businesses like basic hardware, competitors are finally catching on and giving IBM a run for its money. Still, IBM responded to the price decline by announcing further share buybacks, which should help boost earnings-per-share figures and keep IBM on track for its long-range goal of $20 in EPS by 2015.

It boasts recognizable brands, a sticky customer base, and a hefty dividend payout -- and the payout looks due for a dividend hike. As I write, Philip Morris International currently pays out a 85 cents each quarter, adding up to a 4.05% yield.

Investigators are still sorting through just how thieves compromised about 40 million payment cards and the information of about 70 million Target (TGT) customers. But people who have reviewed past data breaches believe Target's partners could face consumer lawsuits and fines that payment networks such as Visa (V) and MasterCard (MA) often levy after cybersecurity incidents. Target's partners "have deep pockets and are intimately involved in certain aspects of how Target gets paid," said Jamie Pole, a cybersecurity consultant in Asheboro, N.C., who works for government agencies and the financial industry. Fines and settlement costs could reach into the millions of dollars for individual companies, he said, though much will depend on how the ultimate liability for the breach is determined. Boston attorney Cynthia Larose of Mintz Levin said Target would likely seek to add its partners as defendants to lawsuits already filed over the breach.     Stocks rallied again on Friday, completing one of the market's best weeks of the year. This rally is tied to growing signs that the pace of U.S. economic growth is finally picking up. The government reported a 4.1 percent jump in GDP over the summer. That was much stronger than expected, and substantially higher than the previous estimate. That came on top of strong reports this month on jobs, manufacturing and housing. At a news conference, President Obama said 2014 could be "a breakthrough year" for the U-S economy. On Wall Street, the Dow Jones industrial average (^DJI) rose 42 points, and the Standard & Poor's 500 index (^GPSC) gained 9 -- both ending at record highs yet again. The Nasdaq composite index (^IXIC) rallied 46 points. For the week, the Dow was up about 3 percent. Some retail stocks bounced higher as stores brace for the final weekend before Christmas. J.C. Penney (JCP) rose 4.5 percent, Urban Outfitters (URBN) gained 2 percent and American Eagle (AEO) gained 1.5 percent.
